A fund that opens twice a year is one programme with two rounds, not two unrelated funds that happen to share a name. Plinth models it that way: a parent programme holds the setup, and each round inherits it — so criteria, forms and settings are defined once and the reporting adds up across every round you have ever run.
Each round takes the parent's setup by default and can override what genuinely differs — the dates, the budget, the criteria for that cycle. Nobody rebuilds a fund from scratch every spring.
Rounds can share one application, assessment or monitoring form, so a wording fix lands everywhere at once. When a round needs to diverge, fork a private copy — and see which other rounds use a form before you change it.
